j PRESIDENT S SPEECH TO CON- | CRESS. THE ULTIMATUM TO GERMANY. SUBMARINE WARFARE OPPOSED TO ALL LAWS. I ' WAITING GERMANY’S ANSWER. [Ontthd Pans* Amooiation.] (Received 10.20 a.in.) Washington, April 19. President Wilson, addressing Congress, told members that what was virtually an ultimatum had been sent to Germany. He did not ask for action by Congress, but was simply informing them of the accumulation of evidence showing that Germany’s assurances to the United States had been violated, and that the submarine campaign had been renewed with vigor. He reiterated his opinion expressed after the sinking of the Lusitania that if was impossible to conduct indiscriminate submarine warfare like Germany’s in accordance with the laws of (Nations and the laws of humanity.,
President Wilson told Congress he had given Germany irrevocable notice that unless the submarine campaign ceases, America will break off diplomatic relations.
President Wilson has not asked Congress to take any action, preferring to wait until Germany’s final
answer has been received. The stock markets are much agitated.
