A deputation representing forty-two recruiting leagues from various provinces waited on "the Cabinet, urging national registration. Members declarer! that men were not coming forward in sufficient numbers, while the high proportion of married men, each costing £8 more monthly than the singles, was not desirable. . Sir Robert Borden, while promising consideration of the matter, declined to commit himself to the abandonment of Voluntarism. Ho admitted that there were loop-holes in the voluntary system for an economic State, still they were procuring the recruits required at the rate of 1000 daily.
