A WAY THEY HAVE IN HIGH CIRCLES. [United Press arhoct*ttok.l Petrograd, March 23. The Governor-General of Urumtsi (North-east China) discovered that ten officers had plotted to take his life for the purpose of proclaiming the independence of the province of Sinkiang. He invited them to an official dinner and beheaded them.
