Ex-King Manuel bus telegraphed to his friends in Portugal saying: "In view of the war all political questions must be absolutely set aside, and we must only think of our beloved country. Everyone must offer bis services to the Portuguese Government and join in the effort to attain a final victory for the Allies. 1 know too well the devotion and patriotism of my partisans to doubt that my instructions will l>e faithfully followed." GERMANY FROM WiTHiM. I PORTUGUESE MINISTERS VIEWS. (Received 10.5 a.m.) Lisbon, March "19. M. Paes, late Minister at Berlin, interviewed, said Germany showed a lack of men. Hatred of England was daily becoming more intense, and hatred was also growing against Russia, but not against France. All classes in Germany desired peace. He was impressed with France's serene certainty in the Allies' victory. Germany's economic situation was far worse than the financial position.
