OPERATIONS ON THE DNEISTER. RUSSIAN FLEET AT VARNA. ' ("United Pkbss Assocumou.] ■'■::■ Petrograd, March 12. A communique states: We attacked I the Village of Latche, on the Dneister, and captured the trenches of the enemy. Submarines attacked two torpedoers that were reconnoitring near Varna, and blew up the Lieutenant Pustchin. Portion of the crew were saved.
