THE GERMAN FLEET. TO DEAL BRITAIN A BLOW. United Press Association. London, March 13. The Daily Mail's Rotterdam corres* pondent says that the German fleet : s preparing to move for action. The theory is that if Germany loses the war she will lose her fleet, and therefore its destruction must first cost the enemy enormous sacrifices. The German naval staff believe that they can deal Britain a severe, if not a deadly, blow, and hope with their super-sub-marines to strike effectively. The number of German submarines lost in the last few months is greater than they care to confess, the main difficulty being lack of efficient crews.
