The Daily .Mail's Odessa corrcspondent reports that the Bulgarians attacked a Roumanian vessel northeastward of Rustchuk, and that an Austrian gunboat fired machine-guns at Roumanian troops, who replied. There were numerous casualties on both sides. RUSSIA AND ROUMANIA. A CLOSER RELATIONSHIP. Bucharest, March 13. The Exchange Telegraph says that Russia has signed an.agreement allowing the passage of war materials' to' Roumania, and .eventually supplying her with these, and has also agreed to give Roumania part of Bessarabia. . _ ATTACK ON SALONIKA IMPROBABLE.
