Who is TD'ere among the Labor party or the Government who Avill meet the problem why with anti-strike legislation in abundance the wharf-laborers' have since the beginning of January refused to handle oil cargoes, and why about a thousand men went on strike at the tramway workshops, asks thei Sydney Daily Telegraph, and in replying to this query goes on to say that it is all very well to declare “black” a cargo of oil, and anybody who han- ! dies it contrary to the union view. But actually the men who really deserve censure are those who are going “black” on the arbitration award. To call upon state machinery and get an award and then not accept it is show-, ing contempt for „hc democracy that enacted the law. What Parliament’ will have to enact evidently will be a; law: that will enable suitable awards to be issued. In this case neither Federal nor State tribunal seem;, to; have been satisfactory. the Slate gave an advance on the Federal award; —which does not apply to New Smith Wales—but- it is rejected because it is| fa sufficient. Parliament may toon | have the alternative of prescribing not; the machinery for the a. wards hut aj scale of awards, or abolishing alto-j gether any attempt a> compulsion. The ease with which some disputes are. settled by conference between the parties, and the difficulty of enforcing awards that are solemnly rendered by legal tribunals, hardly leaves room for choice.
