The Appeal Court decided that the earnings of Huxley, the jockey, who is a minor are taxable. Mr V. Tile Times' Parliamentary eorresponet says it is understood that France some time ago took the initiative in urging a commercial war against Germany. This week Britain has given her adhesion, and the Western Allies will shortly meet in Paris to make a commercial alliance. DIFFICULTIES IN SHIPPING. THE QUESTION OF FREIGHT.
