Count Bernstorff has notified the United States that Germany’s assurances regarding the Lusitania and the Arabic cases only apply to peaceful merchantmen, and that all others will be sunk. Germany contends that armed merchantmen arc subject to destruction without warning. It is reported that submarine commanders have received instructions to begin work at midnight on Tuesday. MORE GERMAN CONTENTIONS. ITALIAN SHIPPING ALSO NOTIFIED. (Received 11.55 a.m.) Washington, February '2B. Germany bases her contentions on America’s* own instructions to the port authorities, that the armament aboard merchantmen creates the presumption that the vessel is armed tor defence purposes. Germany also relies on the Lnited States’ attitude in dealing with Italian merchantmen, which have been notified that they must remove their guns. _
