OF STARVATION. THE PROVINCES OF SUWALKI, KOVNO AND GRODNO. CALLOUSNESS OF THE GERMANS (Received 9.10 a.m.) Retrograde February 27. The situation of the inhabitants in the Suwalki, Kovno, and Grodno provinces is lamentable. They arc literally dying of starvation. The Germans are indifferent to the people’s fate and arc requisitioning all the food. GENERAL KUROPATKIN. NEW COMMAND IN THE NORTH. (Received 8.50 a.m.) Retrograd. February 27. General Kuropatkin has been appointed to Commander-in-Chief on the northern front.
