HIGH COMMISSIONER'S REPORT. Wellington, February 26. The High Commissioner reports under date London, February 2d (4.40 p.m.): The advance of the Turks into Persia from Kerman,shah has been cheeked by the Russians, who have taken two fortified mountain passes, the Bidesurch and the almost impregnable Saklme passes. The Turks are in full retreat towards Kermanshah. Three field pieces, one mountain gun, a number of machine-guns, and a quantity of ammunition have been captured. i KERMANSHAH CAPTURED. ANOTHER RUSSIAN SUCCESS. London, February 26. The Russians have stormed and captured Kermanshah.
