[United Pbxss Association.] (Received 10/ifka.m.) Tokip, February 20. An Austrian staff officer who travel led in disguise from Seattle to Yokohama, aboard a Ja|aincse mailboat, was arrested at Yokohama tor trying to convey secret mstmcsioas to the Austrians residing in Tientsin.
