MONTHLY MEETINC. j The members present at the meeting last evening were; His Worship the Mayor (Mr J. W. Boon), Crs A. J. Davey, E. W. Hancock, S. B. Huntor, T. Lawson, (4. W. Mills, J. H. Thompson, A. D. Stanley, and W. H. H. Young. JULIET STREET SOUTH. A petition signed by Emma Hancock, C. E. .lames, W. Futcher, W. Lander, C. A. King, F. W. Dixon. J. Simmons, J. McCbrmick. W. McCormick) CI. A. King. W. King, Tlios White, M. M. Childs, and .). H. Childs, ratepayers of Juliet Street south, was presented requesting that ! something should he done to the piece 'of road between Celia and Romeo Streets. The petition stated that the jroad was absolutely the worst street 'in the whole borough. The work had [been proposed to be done by the old (council and also by the present council, and still nothing had been done. The signatories considered they had ibeen treated unjustly in the matter. lit' the work could not be done until a loan was raised, it may he some time, 'and they wanted something done before the wet weather set. in. j Mr P. Hancock, who waited on the 'Council, said.that nothing had been 'done on the road since Mr Climie was 'engineer. A number of houses were now going up in the street. He said all be wanted was access, as it was impossible for females in wet weather to walk on the street without going up to their knees in mud. The Mayor stated that certain workwas authorised last winter but it was thought inadvisable because it would have made it very muddy. The formation of the road and footpath was a very expensive matter and was estimated to cost £BO 0 r £9O. The worst part was'near Borneo Street, and the council had attended to one of the holes. His opinion was that permanent work should be done and not temporary work. He thought that something .should he done. He was in favour of filling-np the holes in the road. C'r Lawson said he did not believe in filling up the road with earth at the present time, as it would make the road less accessible than in its present condition. j Mr Hancock said ho did not believe in a footpath, he would rather a road. If they had a road they could get out ! on to it. If a footpath was formed 'vehicles would use it at times. j Or Lawson said he agreed with MiHancock, they should form a road instead of a footpath. He would like to see it referred to a sub-committee or held over till next meeting, and an estimate of the cost to be procured in the meantime. Cr Lawson moved; "That the Engineer estimute the cost of a 12ft. load, and report to next meeting.'^ Cr Thompson said he would support the original motion, ft was all a matter of finance. He was strongly in favour of a footpath being formed. Cr Lawson; Something should be done. If the finances would not allow of a road, he would support the formation of a footpath. Mr Sullivan said they would have to put 16 yards of metal to the chain for a- 10ft.* road. The eost of forming ■ and metalling the road would be 'greater than that of the footpath, it would cost about £(><) for metal alone. A great deal of formation would be necessary before metalling. The Mayor said they should do the work properly, if they patched it now they would have to do the same next year. j Cr Lawson withdrew ins amendment, Mr Hancock said when they talked of a great expense it was not so. they could do the work with the council's staff, and while they were doing that they would he doing nothing else. i On the motion.of Tlk Worship the I Mayor, seconded l>y Cr Davey, it was ,decided to adopt the Works Committee's report which was as follows: "Having inspected this street, we recommend that a footpath he made at its propei- level on the West side, and 'on the Kast side from Romeo Street '■to Section 701. and that the formation 'work required "ear Romeo Street to 'enable water to How in its proper channel be carried out."—Carried. CORRESPONDENCE. \V. W. Hodge wrote stating that the foundation of his building on section No. 778 needed attention, and ashed to have the earth removed which was placed on the section by the Borough workmen. His intentions wore not to till the section with earth, hut to fill it with a concrete building as soon as the Borough Conned would give access to the whole of Ins frontInge. The letter concluded: Seeing that the Council cannot give me access to the frontage of this section, I think lit only fair that a reducion in the rates be made, therefore f ask the Council if .they would make a reduction of t-2 per annum.—Referred to the Works Committee with power to actArch. Rawles wrote applying for a water connection from Craig Street to his house, a distance of 150 feet. The matter was referred to the Works Committee with power to act. A. 1). Stanley, secretary of St. I Mary's School wrote, drawing the attention of the Council to the state of the sewer which goes from Mr J.
Clusters' property.—The Council dealt with (lie matter in committee, and it was reported that a committee consisting of His Worship the Mayor, Cr Thompson nnd the hhigineer interview .Mr .1. Masters and ask him to remedy the nuisance. W. Barlow, Borough Inspector, wrote tendering his resignation, to take effect from March 14.—The resignation was accepted, and it was decided to call applications for the position. The Fire Brigade applied for the usual grant of Co towards the delegates' expenses in connection with the Inied Fire Brigades' Conference at VVestport this month.—lt was decided, to grant the amount. Grnhb was presented, requesting that a gravelled footpath on the north side of Cloton Road from Cordelia Street to Swansea Boad he formed, the work having been authorised by the previous council, and also asking that the work be completed before the wet weather sets in.-Referred to the Works Committee. YV. H. Besley wrote requesting that entrance be made to his residence in Hamlet Street for vehicular traffic. — The Works Committee to inspect w'th power to act, Mr Besley to pay half cost. engineer's' report. Mr Sullivan reported a s follows: Metal patching [ft&rf 'been done-i Um Page, Broadway, Hamlet and rortia Streets. Watertables have been cleaned out on Juliet Street and Cloton Road. 'Two culverts have been inserted, one on Warwick Road at junction of Juliet Street and one on Broadway North at Mr R. H. Ro'nnson's residence. The north-east wing of Victoria Bridge has been'repaired. Some stripping.4«s becmslone on the gravel pit. A quantity of sand, has been screened for tar and sanding purposes. The lowering, grading and gravelling of the paths in Broadway is nearly completed, and hope to put tha first coat of tar seal on within the next ten days, weather permitting. I have prepared plans, etc., for Cordelia Street Bridge,' tenders for'which are duo at your ordinary meeting. -Adopted. TOWN HALL COMMITTEE'S REPORT. The committee reported having < msidered the question of hose for the Town Hall, and recommend that 101 l feet of Hit. hose be obtained a I -mce. —Adopted. WORKS COMMITTEE'S REPORT. The committee reported : Stagnant Pool on Section 727.—A letter has been received from Hon T. Kellv with reference to stagnant pool on section 727. We beg to recommend that Mr Kelly bo advised that fault does not lie with the council, and that he he notified to have the pool filled in or have a drain put in and kept open to allow the free flow of water. Water Supply to N.Z. Loan and Mercantile Company's premises. A complaint has been received from the Company that the pressure is insufficient and peimission is asked to put i„ a 'larger pipe. Mr Sullivan has |, o on instructed to report on this matter. -, C H. Mevenberg. drainage.—Mr Mevenborg has asked that he be not required to connect with the sewer. Mr Sullivan has been instructed to take the necessary levels, and your committee recommend that if it is possible to make the connection, that Mr Mevenberg he notified to comply ,-ith I he' Council's notice to connect. RESERVES COMMITTEE'S REPORT The committee reported having accepted the Excelsior Company's tender of l'<>7 7s (id for furniture for the new Municipal Chambers, ami that noxious weeds growing on the streets opposite the Council's nnleased reserves he cut by the Council's workmen.- Adopted. ABATTOIR MANAGER'S REPORT. The following stock were slaughtered for the month of January:— Cows 00. heifers 43, calves, 5", slicep 240, lambs 75, pigs 27, tripes prepared 1-B'. Slaughtering feesj £oj Bis .'id, paddockrent £l2 ins. blood and oifal t\ 10s. Total €7l 10s 3d. Stock condemned —Heifers 1 partially, I whpllv; pigs 1 wholly. The timber has come to hand for the fence, and a start was to be made with the erection on Monday ''yesterday).—Adopted. BOROUGH INSPECTOR'S REPORT. The Borough Inspector reported that during the month 17 head of cattle were impounded. 8 street litrhfs were nut in, 2 stray dogs were sold and 2 destroyed.—Adopted.(;kxlral. Messrs 11. K. Abraham and 11. S, Asntoii wailed upon tile Council in regard to builuiug operations by Mr Newton at the rear oi the implement department and garage ni Kenton Street, and asking if a brick wall were necessary to separate Messrs Mil lone and King's premises near the river. No objection was raised by the owners concerned.— Permission granted on the motion of Cr s Hunter and Lawson. Cr Hancock moved: "That all business linns in Stratford be asked for quotations when supplies are needed." —Seconded by Cr Voung and carried. Cr Lawson moved, and it was decided that it be an instruction to the Engineer to cut the noxious weeds on the roadside in front of the reserves. The Mayor reported that no tenders were received for tin l bridge over thu Patca at Cordelia Street.—The matter was discussed in committee, and on Cr Lawson's motion, it was decided to leave the matter over till next financial year. A special meeting will he held next Monday night at 7..i1l o'clock, to consider the question ot leases 111 'the municipal buildings and the electric light. Resolved on the motion of Crs YoUng and Davey, that tenders be called for the 'erection of a shelter shed at Kopiiatama Cemetery. The Mavor moved "That this Council call a public*meeting to form a recruiting committee and that the council.ask the co-operation of the County Council and the member.for the district." Cr Mills asked if the Council was represented on the Domain Board and received a reply in the negative. Cr Hancock moved that repairs be effected to the footpaths from Fen ton Street to the BraTge on both side:-; while the work was being done with the tar sprayer on Broadway.—Seconded by Cr Young and carried. .On the motion of Cr Thompson, seconded by Cr Hancock", permission was granted the Mayor to deal with his notice of motion re amendment of the waterworks by-laws at Monday's meeting. Accounts amounting to L'22o were passed for payment.
