STRATFORD BOROUGH COUNCIL.
BOROUGH SANITATION. A special meeting of the Stratford Borough Council was held last night to consider the Health Inspectors report and electric light proposals. There were present: His Worship the Mayoi, Mr J. W. Boon, and Councillors W. H. 11. Young, E. 8. Buthcrfnrd, J. H-. [Thompson, Cl. W. Mills, 1. Lawson, 8. B. Hunter and A. J. Davey. An apology for absence was received from Cr E. W. Hancock. The Mayor stated that a letter had been received from the Stratford Hospital. Board asking the Council to arrange to have an inspection made of the Borough. The Board thought that as the Council was in charge of the Borough it should pay fo r the inspection being made. The cost would he about £6O to £IOO. If the Council did not enforce what the Inspector suggested. the inspection would he useless. The inspection would take two men about a month. Cr Hunter suggested that they take Mr Sullivan off the street work and instruct him to make a report. If the inspectors took their time, the summer the danger season— would he o\ei. It would cost a large sum of money to make all the houses comply with the by-laws, and in his opinion a general cleaning up of the town would he beneficial. Cr Lawson said he would like to see the Engineer continue the recon stmt tion oAhe Broadway footpaths. He did not consider the Borough was so insanitary as people made out. As five out of the six cases of diphtheria were from the County, he thought that if an inspection he made, it should he made in the County. The Mayor moved and Cr Hunter seconded, “That a s soon a s the footpaths are reconstructed, Mr Sullivan, in company with the junior clerk, make an inspection of the centre of the Borough.”—Carried. The following letter was received from the Hospital Board: “In view of the diphtheria epidemic, and in view of the unsatisfactory condition from a sanitary point of view, of dwellings in the Borough, as disclosed in reports made hy Mr Gray, the sanitary inspector, this Board urgently iequests the Council to proceed with an inspection such as ha s been suggested and discussed between yourself, the Board and Inspector Middleton.” In dealing with Inspector’ Middleton’s report, Cr Young moved ; “That persons having houses adjoining the sewer be notified to connect.” Seconded by Cr Hunter, and carried. Cr Young, in moving the motion, said he had in view the financial side, and he thought it possible the Borough may be able to raise a loan to assist those who could not afford to have the work put in hand. ~ The Mayor said they would not extend the sewers. It was decided to write to the Health Inspector, Wellington, stating that the Engineer was going to make the inspection. It was also decided to write to the Health Department stating that the Council wa s going to have the Borough inspected, and would adopt the suggestions u s to plumbing set out in the Inspector’s report as near as possible. The Mayor moved and Cr Thompson seconded ; “That a letter be written to plumbers and architects stating that the Council would adopt the Health Department’s recommendations in regard to sanitary matters.” —Carried. ELECTRIC LIGHT. The electric light proposals were discussed, and Cr Thompson moved, and Cr Davey seconded, “That Lie Borough solicitor be asked to complete the necessary papers on the terms of previous motions.”—Carried. Cr Thompson moved and Cr Hunter seconded: “That the Electric Light Company be advised that the Council is moving in the matter of the acquisition of the plant with all possible despatch.”—Carried. GENERAL. Cr Lawson moved: “That the Mayor and the Reserves Committee be authorised to deal with tenders for furniture, etc., for the new municipal buildings.”—Seconded by Cr Thompson and carried.
