SECOND NOTE TO AUSTRIA. AMERICAN DEMANDS RENEWED. CORDIAL NATURE OF TERMS. United Pbess Association. (Received 9.35 a.m.) Washington, December 22. A second Note states : Austria has admitted that the Ancona was torpedoed, and when the engines were stopped, some passengers were still aboard. This admission has fixed on the submarine commander the responsibility of violating the law of nations, and of disregarding the humane principles of sea warfare. America holds to the details of the sinking, and has additional evidence in support of the American report; also, that the number of Americans killed and injured is not essential to the discussion. The culpability of the commander is established, and it is an undisputed fact that citizens of the United States were killed, injured, or placed in jeopardy by his lawless act, and the United States does not feel called upon to debate international law, and the principles of humanity thus violated. These rules bave been so long universally recognised that the United States' only course is to hold Austria responsible for the submarine's act, and renew the definite and respectful demands which were made on December 6. She hopes Austria will perceive the justice of this, and comply with the same frankness and same concern for existing good relations as that which prompted the United States to make them.
