The winner of any flat race alter the declaration of weights to> c "- iJ , 71b penalty, and for every additional race a further penalty of 71b, or, if he thinks fit, the handicapper may rehandicap the winner of any race after the declaration of weights. Owners shall be responsible for the accuracy of the weights to be carried by their horses. (Rule XIX-11). DEFINITION OF A HACK (FLAT AND HURDLE RACES).
