ITALY AND GERMANY.
Why Ttitly has so far made no formal dvftlaration of war on. Germany is tioofewhaf of a in vs lory, hut a possible 'esplauatiou is offered by a writer in
tlie World’s Work. TTis suggestion is that an undisclosed treaty between Italy and Roumania compels the latter to go to the assistance of the former in ease he is attacked by t"'«» Great Powers. So stated, the theory' is weakened bv the fact that Italy , . ' , , l lias nor yet been attacked by even, one Great Power. She made war on Austria on failing to obtain satisfaction of the demands she had addressed to that country. It is not impos-' sidle, however, that some understand-, ing exists between Italy and Bon-| mania upon wide!) war between! Italy and Germany would have a hearing. The fact is well known that war between two countries is not always or necessarily preceded by a formal declaration, but this does not explain the position as between Italy and Germany. It seems to be the general view that in their ease the ( formal declaration is delih<*rßtejy j withheld meantime from some sneii t motive as is suggested by the writer mentioned.
