The winner of any flat race after the declaration of weights to carry 71b penalty, and for every additional race a further penalty ol 710, or, li he thinks fit, the handicapper may rehandicap the winner of any race after [the declaration of weights. Owners shall be responsible for the accuracy of the weights to be carried by their horses. (Rule XIX-11). DEFINITION OF A HACK (FLAT AND HURDLE RACES). No horse shall start in any Hack Flat Race which has at any time prior to the thuo of entry, won a race of the value of £l5O to the winner or races to the aggregate value of £4OO to ' the winner, nor in any Hack Hurdle Race or Steeplechase which has at any time prior to the time of entry, won a race of the value of £l5O to the winner, or "faces of the aggregate value of £4OO to tho winner, (Rule XI-2.)
