FORCES FOR EAST AFRICA.
HERTZOG, THE REBEL AT HEART

General Smuts, in the Assembly, said that recruiting had been successful beyond the highest expectations. It would enable the Union to despatch the necessary forces to East Africa, also reinforcements. He hoped the campaign would soon result similarly to the South-west African operations.
Mr Juggan said he estimated that six million per annum would cover ,the entire cost of the contingents.
Mr Hertzog deprecated the expenditure on the East African campaign, and declared that South Africa wanted not war, but peace. I General Botha reiterated that they were bound to fight in order to maintain liberty, and it was absolutely impossible to remain neutral. He added: "Had real civil war broken put, the man responsible would have been Hertzog, .who is a rebel at heart. Of course, there is no question of annexing German East Africa, though the Union would doubtless be consulted anent to ultimate disposal"—(Cheers). The House endorsed the Government's policy without taking a division.
