THE PAPAL STATES.

RUMOURS OF A REVIVAL.

ENEMIES PLEDGED TO ASSIGN ITALIAN TERRITORY.

[United Pbesb Association.] (Received 8.15 a.m.) London, December G. The Standard states that three Spanish newspapers, one belonging to Mannesmann Bros., the German pioneers at Morocco, say thatrthe Premier of Bavaria, at a private sitting of the Finance Committee of the Diet,

said that Germany, Austria, and Turkey were pledged to assign Italian territory for a revival of the Papal States.

German,, Roman Catholic newspapers represent Germany as championing temporal power.

The Papal States.— This territory represented the papal ideal of temporal. supremacy. A beginning was made in 745, when the Frankish King, Pepin, rescued Rome from the Lombard King, Aristulf, and gave the lands to the Roman Church. Pop© Innocent 111., (1198) further strengthened the temporal supremacy which was weakened by' the papal schism (1378), but re-established under Sixtus IV. (H7l). Alexander VI. (1492) let the Church States sink to the diplomatic level of othgir«ltalian principalities, but Julius "11. (1503) jrescued Italy from the hands of the French. In 1797 the French 'Dlredtory occupied the states, proclaiming a Roman republic; but they were restored to the Pope at the Congress of Vienna (1815). In the modern unification of Italy under the house of Savoy, the final step was the absorption of the Papal States (1870). Before 1859 the Papal States area was 16,000 square miles; population 3,125,000. It has been computed that between 896 and 1859 there were no less than 170 risings against the Papal Government, of which nearly one-half were in Rome! itself. i
