ON THE RICA FRONT. United Press Association. London, December 1. The Times’ correspondent at Petrograd states that the Germans on the Riga front are definitely assuming the defensive and have established strongly fortified positions protected by tomlines of wire entanglements. A continual stream of reinforcements is flowing in on the whole Russian front and there is a quiet view of the Balkans developments. Experts regard the southern part of our line as the most important, owing to the enemy’s concentration.
