The winner of any flat race after tile declaration of weights to carry 71b penalty, and for every additional race a further penalty of 71b, or, if ho thinks At, the handicapper may rehandicap the winner of any race after the declaration of weights. Owners shall be responsible for the accuracy of the weights to be carried by their horses. (Rule XIX-11). DEFINITION OF A HACK (FLAT Ax\D HURDLE RACES). No horse shall start m any Hack Flat Race which has at any time prior to the time of entry, won a race of ■ the value of £l5O to the winner or races to the aggregate value of £4OO to the winner, nor in any Hack Hurdle Race or Steeplechase which has at any time prior to the time of entry, won a race of the value of £l5O to the winner, or races of the aggregate value of £4OO to the winner.
