THE END IS NEAR. THE KAISER’S EXHORTATION TO HIS TROOPS. United Press Association. (Received 8.5 a.m.) Petrograd, November 28. The Kaiser, on hearing that his troops were dispirited at their failure to dislodge the Russians and at the idea of having to put in a rigorous winter, appeared theatrically at the front, and addressed the troops, exhorting them to have little patience, and make one or two more efforts. “Like the horse who knows the stable is near,” bo said, “I assure you the end is near. It will recompense you for all.” « THE BEARS AWAKENING. SEVEN MILLION MEN IN THE SPRING. ' ENORMOUS EFFORTS AT PROGRESS. (Received 8.85 a.m.) An arrival from Petrograd says that Russia hopes to put into the field in the Spring seven millions ot men, including a million cavalry and ten thousand pieces of artillery. Enormous efforts at progress are seen in the tremendous traffic on all routes of the railways and canals, while trans-Si-berian trains are daily delivering loads of ammunition, including heavy grenades .made in Korea and .lapan,
