Lord Robert Cecil said, "In consequence of the outrage* against British officers in Persia and the presence of AustroGerman officers, Russia's reinforce? ments have advanced towards the capital. The Persian Government has been informed of the peaceful intention of the troops, whose aim is to protect the foreign colonies. Proposals received from the Persian Government are.being considered by Britain and Russia. Our desire is to continue friendly relations with Persia provided she made real efforts to prevent attacks on the British and Allied populations.
