THE PERSIAN QUESTION.
United Press Association. (Received 1.5(1 p.m.) Petrograd, November 11. A Teheran telegram says the majority of the Government has expressed a wish for a favorable adjustment ol relations with Russia. The - Council of' Ministers has been sitting twentyfour hours, deliberating the conditions which they are to offer Russia and Britain. Meanwhile the Austrian and German legations have removed their archives and belongings ,to the American Legation.
