STRATFORD BOROUGH COUNCIL.

MONTHLY MEETING. The St rat f'oid Borough Council mot last night, when there were present—the .Mayor (Mr J. W. Boon), and Councillors T. Lawson, K. W. Hancock, A. .1. Dave.v. S 15. Hunter, .). H. Thompson, E. W. Mills and \V. 11. H. Young.' Apologies were received from Crs E. S. Kutherfurd and A. ]). Stanley. Thos Mercer wrote applying for a crossing to his property on Brecon Road, and in addition to inserting a culvert, lie asked that the banks on both sides of the entrance be trimmed down to make the approach less dangerous.—Bel erred to Works Committee for report. E. E. Plews wrote stating that ou account of the state of the footpath leading to his property in Portia street he would be pleased if the Council wo old make an entrance to his section. —Referred to Works Committee with power to act. A letter was received from Di\ Finch inclosing a report compiled by Inspector Aliddleton after inspecting various local houses and business promises.

P. Lennon wrote drawing the attention of the Council to the state of the fence which divides the section leased by him from the Council, and running parallel with Fen ton street from Swansea road to Falstaff street. The posts are decayed and the wire out of repair, in conclusion the writer stated that strange horses were continually getting into his paddock and causing liini some inconvenience.—Referred to the Reserves Committee to report to the Council. W. S. Short, Assistant Under-Sec-retary, Public Works Department, Wellington, wrote stating that the license which it i s proposed to grant to the Stratford Electrical Supply Company will expire on the same date as the agreement between the Council and the Company, September !'_', 1919. As the license will expire on that date it would then absolutely cease to exist, so that V° claim for goodwill after that date could arise in respect to the license. The letter concluded: "I notice that your Council does not wish the Government to put it out of the power of the Company to charge any goodwill that may be attached to the Company's business for the balance or the term of the!concession, and so far as 1 can see, the; license will not give more than this." Adopted.—His Worship said the question was whether there was a goodwill ater 21 years. It was not advisable to give rights away at the present time. The Mayor moved and Cr Dave.v seconded: That the Town Clerk be 1 instructed to ascertain from the Government if it would permit the Council to borrow £15,000 of GIG.OOO for the purpose of purchasing the plant of the Stratord Electrical Supply Company.—Carried. Agnes Collins and E. Cormaek.Rosalind Street, wrote requesting the Council to instruct the Borough Nuisance Inspector to cause the removal of three or four dogs on a neighbour's premises, as they were both a nuisance and a menace to residents living in the vicinity, as they were allowed at large day and night without, any restriction, and have bitten several persons. The writers slated that the tenants had been requested to keep them under control but without avail.—On the Mayor's recommendation, it was decided to forward the letter to the police, drawing their attention to the matter. The Mayor said lie had to confess that the police were very slow at the present time. Bis Worship stated that eight people had been bitten by the dogs at various times, of which there- were twelve, as they wvvc walking along the footpath. !<\ V. Waters, Assistant Secretary General P ()s t Office, Wellington, wrote forwarding a statement of revenue and expenditure or the Potaema telephone office for the year ending August ;}]. Tlie statement showed a deficiency on the year's working of £23 los '2d. the Council's share of which was £0 10s, as the guarantors.-- Received. .')'. Mulree wrote asking the Council to extend the drainage (now being carried out at the Municipal Buil.lings) to the back boundary of the <r-r----tion to permit of his property being connected thereto, a distance of about (i.'i feet. He was willing to pay half cost, about C.'l ,'is.' The Mayor stated it was a question whether the Council had the monev to do the work.

Cr Thompson said he was absolutely opposed to allow the drain to be connected with the Municipal Bui! l : :ig one. The Mayor said there would be no difficulty in cleaning the drain as it would be on their own property. Cr Young moved and Cr Davey seconded, that the request be granted for a period during the pleasure of the Council. Cr Thompson again said he was absolutely opposed to the granting of the request, it would sure to be a. source of trouble. The Council was out of order, the letter was not on the order paper. The motion was adopted. INSPECTOR'S REPORT. The Borough Inspector (W. liarlow's) report was as follows:—During the month he impounded 11 head ot cattle, one person was convicted for driving a motor car without lights, also 20 street lights were put in during the month, and a number of people were cautioned for allowing cattle to wander in the Borough.—Adopted.

ABATTOIR REPORT The Abattoir Manager's report, which was published in our edition of yesterday. Was adopted. WORK'S COMMITTEE'S REPORT. The Works Committee reported as follows: Broadway Footpaths.— The Overseer has been instructed to obtain the necessary material for this work, and to commence as early as possible the work of reconstruction. The Klthani Borough Council have been asked if they will hire their tar-sprayer to this Council for the above work". An application for the removal of a flush tank from his property, made by Mr .)'. I'etrio, has been acceded to. An application by Mrs Plews for an entrance to her property in Portia Street will be reported on at the Council meeting. RESERVES COMMITTEE. The Reserve's Committee reported as follows: Your Committee beg to recommend that a Union Jack and New Zealand ensign be procured, also that the dividing fence between the Council's property and Mrs Kirkwood's he placed on the correct boundary line, each owner to pay half cost. In connection with the furniture required for the new building, -Mr ifeal.v has been asked to prepare a plan and specification for the Council room requirements, and also an 'estimate of cost. Prices are being obtained of the requirements for the rest of the building and will be submitted to the Council in due course. It has been decided, if the stone arrives in time, to lay the foundation stone of the t\c\v building on Thursday. I Till inst.—Adopted.

OVERSEER'S REPORT. Tho Borough Overseer (.Mi" T. 1). Sullivan), reported on tile works for the montli as follows: Two"hundred and sixty-nine yards of crushed metal lias been placed on the Swansea Road, 110 yards on Pembroke Road, and 1)1 on Broadway between Regan Street and Pembroke Road. 300 yards of metal have been crushed during the month. Stonecrushing will be I'mished at, the stable paddock this afternoon The crusher must be overhauled when the shingle at the ford site is crushed. Estimated cost of repairs £2o. A short length of footpath on Pembroke Road near Mr X. J. King's residence has been formed and gravelled. Part of the sides of Cloton Road has been trimmed up '<> prevent storm water from the road (lowing into private properties Broom lias been grubbed on reserve occupied by Mr Skoglund. Outlets of funnels in Orlando Street have been cleaned out. The flood gate to the Victoria Lake has been opened. The original outlet to the lake has been opened out and the water which formed the lake has gone. I wotdd suggest that a new outlet to the east end of the tunnel be made by inserting 21 in. concrete pipes. This would make a permanent job at the outlet end. Estimated cost 410. Water has been laid to .Mrs Evans' in Hamlet Street. Inspection of fire plugs has been put in hand, but is not yet completed. I have prepared specifications for the supply of 200 cubic yards of boulders for flint Head. Tenders will be placed before you at the next meeting. I have in hand the preparation of a plan showing the position of all water mains in the Borough and hope to have it ready before your next meet-
