China’s reply to Japan’s representation declares that Yuan repeatedly tried to arrest the monarchical movement, but was powerless against the popular wish for the ancient form of Government. Disturbances need not be feared if the nation’s will is respected, and all precautions hare been taken to safeguard foreigners’ ives and property. London, November 4. Tho Daily Telegraph’s Pekin correspondent says the reply is unsatisfactory, because it is well known that the Government is pulling the strings and that Germany is supporting the monarchy, and has instructed her Minister to recognise it the moment it is established. The Times’ correspondent says that the Chinese Government can now stop tho movement without losing prestige or estranging the army, which controls the position and has been promised rewards.
