Tho Daily Telegraph’s Pekin correspondent says the reply is unsatisfactory, because it is well known that the Government is pulling the strings and that Germany is supporting the monarchy, and has instructed her Minister to recognise it the moment it is established. The Times’ correspondent says that the Chinese Government can now stop tho movement without losing prestige or estranging the army, which controls the position and has been promised rewards.
