TRADE WITH GERMANY. AMERICAN NOTE TO BRITAIN. THE FREEDOM OF THE SEAS. United Press Association. (Received 1.55 p.m.) Washington, October 24. The American Note to Britain on • the blockade of German ports and the ' seizure of American cargoes declares that the British Orders-in-Conncil are illegal under 'international law and vflid. and are moreover discriminatory in as much as Scandinavia is able to ship.to Germany, while America cannot. The blockade does not bind neutrals unless the shipping is actually accomplished. The Note denies increased'American exports, and it has not been proved that the shipments go to Germany. It also denies that the burden of the proof rests on the shippers, and also insists that neutrals are entitled to ship non contraband goods to the Germans.
