In the House of Commons, Mr H. W. Forster, Financial Secretary of 'War, replying to a suggestion for a less generous treatment of German prisoners, said we must make regulations in accordance with our own ideas. A policy of retaliation had

already been tried, but the results were not altogether happy. Sir Edward Grey, interrogated, said that every possible step had been taken to prevent raw cotton, also waste yarns, reaching Germany. He intended forthwith to declare as contraband pieces of goods and other cotton products, prohibiting their export to Neutrals contiguous to Austria and Germany.-—(Cheers').
