The Administration is preparing to negotiate'with Britain over alleged interference with trade. A new American Note is- being prepared, contend ing that the British Government must show that goods of neutral destination destroyed or seized are intended for Germany, and that the assumption that all foodstuffs going to Germany are intended for army purposes is not justified.
