Mr Roosevelt, in an article in the Metropolitan Magazine, contends that it is America’s duty under the Hague Convention to fight for Belgium. He says i-h‘Had no duty been expressly imposed, \\e ought to have acted in accordance with the generous instincts of humanity. Professional pacifists and hyphenated Americans represent American greed, and in seeking to prevent the shipment of munitions to the Allies, they are playing a game of brutal militarism against Belgium and their own country.”

Newspapers, commenting on the Archibald dossier, hotly resent Captain von Fa pen’s description of “idiotic Yankees,” considering that the average American intelligence is at least as high' &S that of a German. Archibald continues to protest thar he is a scapegoat, but his ~ecord prove ■ that ho was persona grata with the Teutonic powers. (Washington, September 23. M. Dumba has asked for a guarantee of safe conduct, but the Government will take no step until the Vienna Government replies to the request to recall the Ambassador. It is estimated that Captain von Papen’s prospects of future usefulness have been destroyed, particulaily as this was not the first time that German attaches had been charged with violating United States’ hospitality.
