Several speakers contended that the ■ •ill. if passed, would be disadvantageous to borrowers, while others maintained that unfair advantage was being taken in some cases of t.ie provisions of the principal Act, and that the amendments proposed were necessary. At 9.25 p.m., a division was taken on the first clause, the voting being: Ayes 54, noes 4. At eleven o'clock a division was taken on an amendment by Mr McCbmbs to'sub-clause b of clause .'sa, with the view of removing the words "or by borrowing at a reasonable rate of interest." The amendment was lost by 19 to 6. The remaining clauses, with one or two slight amendments, were then passed. I The Local Railway."
