THE TURCO-BULCARIAN TREATY. ROUMANIAN neutrality. United Press Association. Athens, September 21. The transfer of Turkish territory in Thrace to Bulgaria was completed to-day . London, September 20. Bulgarian journals state that the Turco-Bulgarian treaty assies Bulgaria two thousand square miles as a reward for the neutrality she has hitherto maintained, but without political engagements. As a consequence of the treaty the plans of the German General Staff have undergone a certain modification. A correspondent at Sofia says that it is stated, on the best authority, that Roumania is absolutely resolved to oppose with determined resistance any violation of her territory.
