ALLIED WAR LOAN. PRO-GERMAN UNDERWRITING SYNDICATE. United Press Association (Received 8.50 a.m.) New York, September 20. An underwriting syndicate is in progress ol formation to underwrite the Allied loan, it is now certain that a hundred and sixty million sterling will be secured. Pro-German financiers are ready to join if the loan is not to be useJ lor the payment for and the purchase of munitions. The Allied Comrjiission, however, will most probably reiuso to consider this in the conditions. The bonds will have a tenure ol from live to ten years.
