In the Balkans
PUBLIC OPINION. POSITION STILL OBSCURE. The High Commissioner reports:— London, September 19 (6.35 a.m.) The Press is devoting great attention to the Balkans. The position remains obscure and a definite announcement is unofficially regarded as imminent. Bulgaria has received a further Note from each of the Entente. Powers. Roumanian opinion inclines to the view that Bulgaria will, as tiie result of the concessions, extend to Turkey a benevolent neutrality. Turkey, it is reported, is appealing for German assistance to relieve her in the Dardanelles situation. 'A German offensive in the Balkans is- thought probable.
