Hon. A. L. Herdman said that the money •v vs paid for special work, and that yrk was well performed. I Mr Hornsby also drew attention to i the fact that the correspondence recording his resignation of office a« 1 oner had not been laid on the table. He strongly attacked the attitude of the department over the matter. Mr Herdman said that the officers of the department had taken the usual course. He denied personal interference, and said that if Mr Hornsby’s resignation had not been tendered be would, as a civil servant, on his election have been disqualified. Mr Payne advocated ameliorative system as a part of prison treatment. Replying to questions, the Minister said that the matter of employing women police constables was under consideration; with regard to allegations of political color against a certain police constable, made b/ Mr Hornsby, the charges would be inquired into, and if sustained tne constable concerned would be discharged forthwith. All transfers were made only on the recommendation of the Police Commissioner. He regretted he had not been able to authorise police constables to join the Expeditionary Force, as it was not advisable to have the force depleted. Mr Webb advocated the right of police to form an association, and Mr Herdman said the matter had already been threshed out in the House, and it had been held that it was not wise to permit the formation of an association. The vote of £469,056 was ! passed without alteration. Class VIII.; Department of Internal Affairs. Considerable discussion took place on th 6 question of appointment of the New Zealand war correspondent. Tlie Premier announced his intention of placing on the. table the report of the board who made the appointment. Wellington, September 15. After the Telegraph Office closed at 2 o’clock, the House continued the discussion of the Estimates on the Department of Internal Affairs, Mr Witty protesting against the report from the Public Health Department not being available. The amount (£408,866) was passed at 2.16, and the House rose at 2.20 a.m.
