1 UNIVERSAL SERVICE MOVEMENT. United Press Association*. (Received 9 a.m.) Sydney. September 13. The Premier, Mr Holman, in a statement to the Universal Service League on the movement, said: Though a number of Ministers have joined the movement they joined a« individuals without having had any consultations. The movement does 'not mean that the Australian tail will wag the Empire dog; it will not moan a levy on the whole population or even ! universal drilling. What it does mean is the liability to be called on for service, military or civilian. When every allowance is made it is evident [the voluntary system ha s not brought forth anything like the results achiev'ed in England. If we are to have the full striking force of Australia mam- ' tested, it must be done by a more rapid method. It must be realised that we have reached'the stage where everything must be subordinated to the necessity of placing our full power in the field.
