There could he no better guarantee than the appointment of Lord Fisher that the traditional discouragement of the unfamiliar will be swept away. He brings to the service of the Inventions Board a mind swift and vigorous and original, and a capacity for the application of science and experience to the art of naval warfare signally vindicated by the record of the battle cruiser in the present war. As to the work ahead, it is opined that the attention of the Inventions Board will doubtless be concentrated from the first on the two problems of submarine warfare and air strategy, both offensive and defensive. In either case invention at the moment has given a clear advantage to the attack. In due course the evolution of engines of defence or counter-attack is certain. But time presses, and the new Hoard may. do much to stimulate and accelerate invention. .From what has been allowed to transpire Lord Fisher’s inventive genius in the destruction of Herman submarine craft has rendered invalu-* able service to the nation and her Allies in the-great struggle to crush the world-enemy. ■ ;
