NEW PROPOSALS FROM GERMANY. LETTER FROM THE POPE. [Unitke Press Association. 1 (Received 8.55 a.m.) Washington. September 3. Peace proposals, which are believed to emanate from Germany, have been placed before the President. It is understood also that the Pope is forwarding a letter attempting to induce America to intervene to stop bloodshed. It is .believed an effort is pending to induce the leading Neutrals to act on Germany's behalf.

DEFINITE REQUEST TO COME FROM BELLICERENT.
(Received 10.30 a.m.) Washington, September 3. President Wilson has definitely announced that the United States .will not participate in the peace proposals unless the belligerents welcomed efforts on that behalf. Still, the United States was willing at all times to use its good offices for any belligerent, but nothing would he done unless a definite request was made. FINANCE UNSETTLED. MONEY MARKET MANIPULATED (Received 10.30 a.m.) New York, September 3. The Exchange Market is demoralised. An increase of ten cent, in the exchange was recorded within a few minutes and later was less to the extent of four cents. The fluctuations are largely due to market manipnla- ,. I - unn tions.
