In the House Finlayaon, member for Brisbane, commenting on the Defence Department's alleged misapplication of funds and the misplacing of orders at the outbreak of war, -id the Minister and his officers had\lost tbeir beads, and even after a year of organisation were still hopelessly at fault. The conditions revealed at, Liverpool were no worse than at other camps. The control of supplies works, and things necessary for carrying out |hp defence system, apart from the actual preparing of the troops, ought to be taken out of the hands of the Department, which was absolutely incapable.
