PLIGHT OF TURKISH TROOPS.

The lack of rifles is more serious in Turkey than lack of munitions. Turkey expected three hundred thousand Mausers, but they have not arrived, owing to Roumania's opposition to their transit, and the Turks are unable to arm the new troops, especially those selected to fight against the Italians. All the arsenals in the Empire have been emptied, and the soldiers are armed with old rifles, lances; scimitars, and knives. The Turks are also short of. thousands of mines, which the Allies swept up. The relations between Von Der Goltz and Envet Pasha arc cool. PEACE WANTED. CONFUSION IN CONSTANTINOPLE. United Prfss Association. Rome, August 2G. Italy's declaration of war caused confusion and demoralisation in Constantinople. Ministers have made further offers to Bulgaria, but the people are loudly demanding peace.
