The only complaints are from officers who object to having their quarters with the men. THE AMERICAN NOTE. RE-DRAFTING PROBABLE.

Reuter’s Washington correspondent says the American Note re neutral trade will probably he re-drafted owing to the declaration of cotton as contraband. It is understood tlq> Note will formally protest against the declara tion. Long diplomatic correspondence is likelv to follow.
