The Daily Telegraph’s Xew York correspondent says that in tln> event of diplomatic severance between America and Germany two immediate steps are contemplated—first, the internment ot tens of thousands of unnatnralised Teutons, including many reservists; second, the attachment of all German ships in American ports. Arrangements were imvnly made lor concentrift'idils, and a census was taken of aliens. It is certain that all Jerman-Ameri-caiis continuing to nre <. h sedition will promptly he arrested. German newspapers will he subjected to rigorous censorship, and the strict supervision on interned vessels will from to-day he increased and will not he relaxed until the crisis is past. Count Hernstorlf and other Embassy officials have refused to he inteiviewed, and are highly exci l >d at the latest development. They feai that hourly they will he deprived of the wiieless privilege with Germany, and this will involve stoppage of diplomatic messages and news from Germany. Tim stoppage of news will deprive the militant German newspapers of their greatest asset of continuous German victories, reports of Ireland revolting and England clamoring for peace. There is no Cabinet meeting until .next week, when the official Arabic reports will he available. American anxiety is nnbated. Declaration ot War must he sanctioned by Congress,and there is already a strong demand in some; quarters that Congress should meet earlv to discuss the situation.
All ammunition plants are working overtime.
