At the South African Party Congress General,Botha, in a speech, emphasised tli'at his broad policy stood where it did in 1909, when South Africa agreed to have one united people and one country.
General Smuts, in endorsing these remarks, declared that unless they appealed as a united household they might yet become a shuttlecock for European Powers.
