Intellectuals professors in Germany have issued a “Kultur” manifesto, deelaring, that peace-loving Germany only rose up when barbarians in the \V,est threatened to annihilate her. Gerrtiaiiy does not want to dominate the world, but demands the possibility of extending kultur and commercial power. She must remove the French menace by exacting a large indemnity, and must hold Belgium, conquer the Channel coast, thus protecting herself against Britain.
