STRATFORD BOROUGH COUNCIL.
MONTHLY MEETINC. There were present last night—His Worship the Mayor (Mr J. W. Boon), Crs. W. H. H. \oung. A. D. Stanley .G.'W. Mills. .). H. Thompson, T. Lawson. S. B. Hunter, E. W. Hancock, A. .1. Davey. and E. S. R^therI'urd. THE BRICK AREA. Herbert Lawrence, lion", sec. of the Stratford Chamber of Commerce, wrote stating that a resolution was passed urgiug the Council to extend the brick area to include Broadway between Celia Street, Fenton Street, and Pegan Street and Seyton Street; also that the attention of the Council ■; he drawn to the desirability of obriating the unsigluliness of the remains of. Mr Wake's burnt building in Broadway. The Mayor said that new buildings ought to be built in stone. Cr. Mills said that if the brick area was to be extended, it should he don» at once; thus any new building about to be erected would he affected. A motion that the matter be deferred till next Council meeting was jlost, and Cr. Thompson then gars notice of motion for next meeting of the Council—That the brick wall area on Broadway be extended. THE SPEED OK MOTORS. The Borough Solicitor wrote, advising that the motor regulations as suggested, be instituted in the Borough, the same being that the speed of motor vehicles shall not exceed 15 miles per hour, corners not to be turned at a speed exceeding six miles an hour, and the intersections of streets be crossed at eight miles an hour. If a by-law be made enforcing the Councils decision, sign posts would have to be erected giving the srpeed limits. The Mayor said that he thought it advisable to work under the Act and.? request the police to take action in regard to the matter. It was decided that the matter be referred to the committee set up. for the purpose, a report to be broughtup at the next meeting of the .Council. Hi s Majesty's Theatre, wrote asking permission to erecjfc a new hoarding fdr \ advertising purposes' 5" place of the old one in front) of the Stratford Fire Station.—Granted. : P. Skogldnd wrtoe on behalf of himself and W. Rowson, asking the Conn-, cil to extend the drainage from Celia Street as far as his house in Orlando Street.—lt was decided that the matter he referred to the .Works Committee to report. A. Reader, chairman of the trustees of the Methodist Church, wrote requesting that a footpath be formed from Regan Street to the entrance of the Church in Orlando Street; also to have the bank 'removed in Orlando Street to enable traps to drive in to the Church grounds.— Left in the hands of the Mayor and Cr. Thompson with power to act. H. E. Finch, District Health Officer, wrote pointing out that Inspector Cray, in reporting on a case of infectious disease in a house in Regan Street, stated that there were certain sanitary defects in the plumbing work. —The Mayor said that drains in many of the older houses were not "trapped." as was the matter in this case, and it was decided that notice be sent to the owner to have the defects remedied. Some discussion too place on the "trapping'" of drains, the Mayor stating that 75 per cent of the drains in the older houses in the Borough are not "trapped." He stated that "traps" ought to be put in for the safety of the health of the public.— It was finally decided to ask the'Government Health Officer to inspect and report to the next meeting of th» Council. Chas. E. James wrote asking the Council to place a lamp on the corner of Romeo and Juliet Streets, which is a junction of four roads and in close proximity to the railway crossing-. Referred to the Lighting Committed i with power to act.
Geo. Bradley, lion. sec. of the Stratford Volunteer Fire Brigade, wrote drawing attention to the tampering with the lire plugs in several of the streets. The Brigade also called the attention of the Council to the. Bylaws relating to chimney fires not being enforced, mentioning the case of the County Hotel some weeks ago.— It was reported that the fire plugs av« inspected every month, and often the caps are found removed.—lt was decided to ask the Headmaster of the Stratford School to warn "the children of the danger of removing 7 fire plugs-; also to request tbe Overseer to inspect the plugs monthly.—ln regard to chimney fires it was resolved that the Inspector's attention be called to the matter.
GENERAL. In regard tu the cleaning of the intake at the tunnel, the Mayor said that the water had greatly improved lately. The Mayor further said that the Council could not undertake the new wonky as suggested out of ordinary revenue; it would have to be a matter for a loan, and the Counc.il would soon have to diccuss the whole question.
A committee, consisting of the Mayor and Cr. Thompson, was set up to discuss the matter of the overflow of Lake Victoria with the Domain Board,, and report to the next meeting of the Council. In answer to Mr T. C. Fookes, Borough Solicitor, it was agreed to transfer the lease .No. 5013, of section 313, town of Stratford, from Mr iichbon to Thomas Isaac Lumuson. The Reserves Committee recommended that part of the septic tank paddock be fenced off for a holding paddock for the ranger.—Adopted. The Borough Inspector reported that from the Ist July to the 31st inst. he impounded three head of cattle; also, twelve street lights were put in within the past month and two stray dogs were sold.—Adopted. WORKS COMMITTEE. ift _ ; . . Tiie committee reported as follows: A. 15. Walsh's request for access on Orlando Street South—The expense of forming this street for vehicular traffic is too great to be done out of ordinary revenue*, and as provision is made for this street in the loan proposals wo beg to recommend that Mr Walsh be advised to this effect. Your committee also wish to point out that this work required should only bo done in the summer months.—Footpath to be trimmed.

Mrs Evans' request for road access, Hamlet Street jNorth.—We recommend that thig request ho not acceded to, the cost being too great to lie provided out oi ordinary revenue. Victoria Bridge abutments.—The Overseer will attend to thijs work on the lirst favorable opportrinity. J. M. Kirby, application for water table in Cordelia Street, aiifj H. Worthington (application lor some extra metal opposite stable* in Kegan Street.)—During the heavy weather experienced since last meetjing these works were urgently required, and were attended to at once, the cost in each case being very small.
W. Y. Wilson's letter re. culvert on Pembroke Koad, near Ariel Street.— lour committee has no recommendation to make in connection with this letter, as the culvert, except in the abnomial conditions obtaining during the recent heavy weather, is quite capable oi' doing the work required of it. —The culvert has been cleaned out. Mr F. W. Wake's burnt buildings—iour committee recommend that Mr Wake be written to asking that building be pulled down. The report was adopted. OVERSEER'S REPORT. The water tables in the following streets have been attended to, namely, Orlando, Cordelia, Regau, Pembroke Road, Fenton and Juliet Street Ceu-i tral. • |
The sides of Fenton .Street 'between Juliet Street and Cordelia Street have been levelled oil' to allow water free access to the water tables.
• Metal patching hag been done on various streets in the Borough, and about 20 cubic yards of shingle put on Began Street opposite Mr Worthiugton's stables.
A crossing has been put in opposite the School gate in Fenton Street.
Two small culverts have been inserted opposite the Anglican Church, Kegan Street, one at junction of Fenton and Cordelia Streets, one opposite Mr Kirby's residence, S'isseet, and a 12-in. pipe culvert in Porkt* Street South, near Mr Wilson's residence.
j The tracks leading to the crasher I site have been shingled. A washout occurred on Pembroke Road East during the recent heavy rain*. Concrete pjpes have been procured and are now being insetted to take the place of the old wooden culvert that was washed »away. The Victoria Lake overflowed that part of Cordelia Street opposite the lake. 1 would sijggest that the old tunnel leading t> o m the lake under Cordelia Street he opened up, as immediate steps Mill have to be taken to relieve the* outlets of tunnels in Orlando Street, which are becoming blocked up.—-The Domain Board to be asked to keep the water course clear.
The concrete work for the night, soil depot has been completed. Approximately 27 chains of 2iu pipe has been laid from Cordelia Street to the nightsoil depot at the Septic Tank.
The tunnel a I the intake! of the waterworks has been cleaned out during the mouth. I would strongly recommend that my recommendation re scour tunnel at the intake be carried out, as tiie means of cleaning out the tunnel at present are, to say the least, very crude indeed. I would also suggest that the Council consider the question of the construction of a concrete weir at the intake, also the construction of a reservoir of say 40Q 5 - 000 gallons capacity. It is needless for me to go into details re these works, as Councillors are aware o'f the benefits that would be derived, therefrom. Approximate cost of the T(?eir and reservoir would he £ISQO. The report was adopted. ,
ABATTOIR'S REPORT. The manager (A. M. Spilman) reported that the following stock were slaughtered during- the month of July:—Cows 62, heifers 31, oxen 17, calves 2, sueep 272, lambs 23, tripes prepared 01. Slaughtering fees amounted to £o(i 18s 3d, sale of blood and offal £1 10s, paddock rents £lO, total £7l 8s 3d. The stock condemned were: Cows, 1 wholly, i partially; heifers, 2 wholly and 1 partially; oxen, 1 partially; pigs, 1 wholly and 3 partially.
Mr A- Scott has started in the butchery business at JMgaero, and has taken over No. 3 paddock as from Ist August. The heavy rain in July washed a lot of the metal out of the main race and also idled up bho supply pipe to the hydraulic ram with sand.. The report was adopted.
