charge of the Cook Islands. Mr Massev stated that Sir P. H- I). Bell and the Hon. J. A. Hanan were honorary Ministers. Speaking oi the retirement of the Hon. H. H. Rhodes, Mr Massev said he thoroughly appreciated the generosity of Mr lUIO- - in coming forward ami placing his resignation in his hands in order to facilitate the formation ol a National Cabinet. He parted with Mr Rhodes, for far as his Ministerial position was concerned, with sincere regret. Although Mr Rhodes had no ambition to till the pages of Hansard, and did not make a great noise in the House, having seen his work lor the last three years, he had no hesitation in saying that Mr Rhodes was one of the best administrators of Pnbhc Departments the country had ever known. Everything he took m hand he did thoroughly ami well.
