i NEW ZEALAND'S MINISTRY AND I LABOUR. I United Press Association. (Received 11.13 a.rn.) Sydney, August 5. The Daily Telegraph, commenting on the formation of a National Ministry in New Zealand, says: Usually in a thickly populated country, personal differences form an insurmountable obstacle, but the Labour Party is numerically a negligible quantity in New Zealand, and for that reason no difficulty has arisen which tact, patriotism, and some self-sacrifice ought not to have heeii able to overcome. The writer contrasts the position with that of the Australian Labour Party, which is ruled by caucus and which forces the Cabinet to introduce contentious legislation.
