REVOLUTION IN HAYTI.
FRANCE AND THE MONROE DOCTRINE. . United Press Association. (Received 1.10 p.m.) Washington, August 2. France has asked American permission before landing troops at Port An Prince to protect the French Consulate. American diplomats interpret this request as an indication that France adheres to the Monroe Doctrine, thus giving point to France's previous request that America should protect the French subjects in Mexico.
